Hacienda cut another 5 million to Aragon in the final liquidation of 2023

The government of Aragon It expresses its deep discomfort before the definitive data of the liquidation of the financing system of the autonomous communities corresponding to the 2023 exercise, known on Wednesday, which confirms a new arbitrary cut of the resources assigned to this community. According to the information sent by the Ministry of Finance, Aragon will receive 120.8 million euros, compared to the 125.7 million announced a year ago, which represents a new minor in the funds that legitimately correspond to the community.

This cut is not an isolated event, they explain from the Government of Aragon, so the Minister of Finance, Roberto Bermúdez de Castro, has expressed his outrage after knowing that this liquidation implies a decrease of 4.9 million with respect to what was announced by the central government.

This new adjustment adds to a series of successive cuts that the Ministry of Finance, directed by María Jesús Montero, has been applying in each update of the resources destined for Aragon. It should be remembered that last June, the Royal Decree-Law approved by the Council of Ministers to update the deliveries on account of 2025 already meant an additional cut of 7 million euros, which was publicly denounced by the regional executive.

In addition, the data announced by the Ministry in 2024 already implied an “unequal treatment”: only Aragon and Extremadura saw their income reduced, although the fall was specially accused in our community, with a decrease of 1.7%. Meanwhile, the rest of the communities experienced an average increase of 2.56%.

In total, the cuts applied by the central government to the community already amount to 97.5 million euros in 2025 compared to the resources received in 2024, which represents a serious harm for the financing of the essential public services provided by the Government of Aragon. “This is a real abuse to Aragon’s interests. While with one hand they deliver the public hacienda to Catalonia, with the other they cut 100 million euros to Aragon,” said the counselor.

The regional executive does not rule out to go to court to reverse this situation and require a detailed review of the calculations used, given the important differences of criteria detected. To this situation is added the breach of the commitment to enter the arrears of deliveries on account, that the Ministry had announced for July 18 and that amount to 61.5 million euros per month. This admission is now postponed to July 30, without offering explanations or guarantees.

Forecast for 2026

On the other hand, the Ministry has not yet facilitated the income forecast of the Autonomous Financing System by 2026, an essential fact to set the expense roof and prepare the budgets of the Autonomous Community. The Minister of Finance, in fact, claimed this information by letter to Minister Montero, without having obtained an answer at the moment.

Bermúdez de Castro demands “the urgent remission of information related to deliveries on account of exercise 2026, as well as the forecast of the settlement corresponding to 2024”. “There is no objective reason not to communicate the provisional amounts immediately,” says the head of the Treasury in the letter, in which he recalls that these data are “essential to fix the autonomic spending roof of the year2026”.

“Once again, from the Aragon government it is understood that the facts show the urgent need to reform the regional financing system, incorporating the equity criteria that Aragón claims to guarantee a fair and sufficient level of income, which allows maintaining fundamental public services,” they point out.
