Express licenses arrive: Zaragoza speeds up permits for reforms in homes and buildings

Saragossa It takes a decisive step towards the modernization of urban administration with the implementation of the so -called express licenses, a new system that speeds up and simplifies permits to reform homes, premises and buildings. The objective: to end the long deadlines and the excessive bureaucracy that until now slowed many works and reforms, both individuals and companies.

The City Council, through the area of Town planning, has presented this initiative as an “authentic revolution” that responds to citizen demands without giving up control and legal guarantees. As explained by the counselor Víctor Serrano, the new model is based on two large pillars: the responsible declaration and immediate authorization, which will allow acting quickly in numerous urban interventions, especially in minor works and interior reforms.

With the responsible statement, the owners or promoters may initiate works without waiting for a formal license, provided they prove all the normative requirements. This will apply to actions such as changing windows, installing air conditioning, rehabilitating facades or eliminating architectural barriers. It will also serve to condition premises, carry out interior works in unprotected buildings or install solar panels, among other examples.

Immediate authorization

In parallel, the City Council will enable an immediate authorization to allow excavation and foundation works in new constructions, provided that a specific technical documentation is delivered and urban conditions are met. This measure seeks to accelerate the deadlines without compromising security, since it will include municipal inspections both at the beginning and at the end of the actions.

Of course, not everything is worth. Buildings with patrimonial protection or that are in cataloged environments will continue to have to benefit from traditional licenses, especially in everything that affects the exterior or protected elements.
