Saragossa It has closed its first semester of 2025 with a budget execution of 32,500,372 euros. This has been reported on Monday by the Minister of Finance and European Funds, Blanca Solans, who has stressed that “it is, with much difference, the highest investment figure reached in recent mandates during the first half of the year.”
For the counselor, these data reflect the effort of the Zaragoza City Council for “maximizing the financial resources you have in your budget and returning them to citizens in the form of concrete execution of projects.” And this figure, added alone, “is spectacular.”
Thus, the Minister of Finance has affirmed that the investment execution data on June 30, 2025 (32.5 million) is “49% higher than that of 2024 on the same date (21.8 million), 71% higher than 2023, and more than double that in any year of previous mandates. Investment as a development engine
That means, in the words of the counselor, “that the stimulus to municipal public investment is understood as an engine of economic development for the city, an economic and social engine, because they also benefit the increase in social welfare of citizens.”
In addition, these figures, they assured, are consistent with the fulfillment of the commitments of the municipal government, which is realizing the transformation projects of the city that were forgotten for many years. This is the case of the recovery of the banks of the Huerva, the rehabilitation of the old Giesa factory, the construction of the Hispanic Civic Center, the integral reform of the municipal shelter and the reform of avenues, streets, green areas and social and sports equipment.
A global upward execution
Beyond the investment chapters, the counselor has stressed that the degree of global budget execution also reflects “a higher rhythm than in previous years.” As of June 30, the City Council has recognized net obligations worth 450,103,345.39 euros, that is, 42.83% of the final budget, which is 1,050,916,258.86 euros.
Therefore, the Blanca Solans counselor has made a satisfactory assessment of the data, taking into account that the 2025 budget is “the highest in the history of the City Council” and that the execution dynamics “is always ascending in the second semester.” In fact, although recognized obligations are at 42.8%, the expenses committed already amount to 163,667,677.70 euros, that is, 72.66% of the final budget. The figure of the spending committed reflects the volume of credits that is administratively already in the process of execution, as a prior step to the recognition of obligation.
Execution by areas
In the analysis of the execution by areas, the area of citizen participation and internal regime stands out, which is the one that has the highest budget item since it includes personnel expense. Has executed 143,051,295.53 euros, 47.33% of the 302,256,973.29 budgeted. The second area with the highest volume is the environment and mobility, with obligations recognized worth 109,447,144.54 euros, 42.35% of its budget. Urbanism, infrastructure, energy and housing has executed 70,449,444.10 euros, 33.44%.
Hacienda and European Funds has a degree of execution of 52.48%, with 49,305,738.92 euros of a total of 93,725,339. The culture area, Education and Tourism has executed 32,415,457.44 euros, 85.67%, since the transfer to the Municipal Society Zaragoza Cultural is included, which has already been carried out. Social policies has recognized obligations for 25,110,258.25 euros, 34.26% of the total. The area of economy, digital transformation and transparency has an execution of 12,148,122.57 euros, 39.26%, and Presidency, Institutional Relations and Citizen Security 7,637,272.80 euros.
