High rotation parking in commercial areas of Saragossa. This is one of the main novelties of the new contract of Regulated parking whose bidding process will be approved this Friday in the Government of Zaragoza. They will be, predictably, about 200 parking lots that are contemplated as “specific spaces in which if we have to buy in some proximity trade we can park in that space, make the purchase and take out the car so that others can also park,” said the Minister of Mobility, Tatiana Gaudes.
This area will join the blue (rotation parking) and orange (residents) and will be properly marked with white and blue lines. For now, it has not been decided what these specific places will be where this new parking modality will be carried out. The implementation of these parking lots will be in 2026 and this new contract, whose bidding process will be approved this Friday, will last 10 years. Interested companies will have a period of two months to present the offers from the publication of the Pliego. From the award to the launch there will be a period of six months.
It is not the only one of the novelties of this new contract, which has a bidding budget of 81,384,814 million euros and will also manage the control camera system in the low emission zone, and that is that the vast majority of the places it will offer will be of the orange zone.
As it was already announced, this new contract will manage a total of 21,745 places compared to the 6,500 it currently has. To these we must add 2,663 places dedicated to loading and unloading. Of these places, 77.8% will be for residents. “The vast majority will be from the orange zone which will facilitate residents who currently have serious problems to find parking,” Gaudes acknowledged.
The new contract will also control the use of loading and download places (CYD). In the case of carriers and distributors, they must be discharged in the application to be able to do their job in the city and use the loading and download areas, although they will not have to pay for it. But they must necessarily register their presence, which will allow other users to have real time information of the occupation of each area and thus help them plan their routes.

The new service will not include mandatory rotation: that is, the stay can be extended once the initial time limit is exceeded, although the rate that will be charged in these cases will grow slightly to discourage this use. It cannot, however, restart a second parking operation, neither the same place nor on a radius less than 200 meters from the place where the first parking operation was made.
The service will keep the current schedules (morning from 9:00 a.m. to 2:00 p.m. and afternoons from 5:00 p.m. to 8:00 p.m.) and the days of application of the regulated parking (Monday to Friday). In August, the regulation schedule will be only 8.00 to 15.00.

As explained when the regulation was approved, the City Council approved bonuses for residents according to its income, as well as facilities for use for SMEs and mechanical workshops.
Rotation parking (ESO, blue zone) will be free for families with children between zero and three years, whose vehicle holder is one of the legal tutors. To benefit from this bonus, you will have to register through the channels that will be established at the time.
In the case of residents, two levels are established, “vulnerable” (50% discount on resident bonds) and “severe vulnerable” (75% discount). To benefit from this aid, the annual income must be equal to or lower, by member of the family unit, to the amount of the last update of the public indicator of multiple effects income (IPREM) in force. For “severe” vulnerable residents, the bonus will be applied if such income is equal to or less than 50% of the IPREm in force.
A 25% bonus to vehicles that carry an environmental distinctive ECO is also established. Another novelty, very prominent, is the creation of bonds for SMEs and for mechanical workshops.
Bonuses for SMEs
In the case of small and medium enterprises there will be two modalities. On the one hand, bonus for autonomous entrepreneurs whose businesses are included in the fields of retail shops and vegetables; meat and meat products; fish and shellfish; or bakery, confectionery and pastry. In these cases, they may have up to three annual bonds per business that will imply an important discount compared to a standardized parking ticket in their labeled vehicles, to park in their regulated area.
For the so -called “itinerant SMEs” -electrical installations and construction works; specialized construction activities; Building finish; Computer repair, appliances, furniture shops, lighting, etc., which require the use of several vehicles. In this case, they can park in any area of the city and in any type of regulated parking. Up to three authorizations by company will be facilitated.
Mechanical workshops have a specific chapter in the regulation. To facilitate their business work, they may have annual authorizations for customer vehicles, up to a maximum of three. Thus, pointing the corresponding enrollments in the future application, they may have many other vehicles in their area, regardless of whether it is blue or orange zone.
The regulation also includes the list of exemptions planned, including: cyclomotor and motorcycles, although if they park outside the places established for them they must maintain a minimum distance of 5 meters between them, so that a car between them can fit.
They will also remain exempt taxis with the driver inside and serving; vehicles for people with reduced mobility that exhibit their corresponding accrediting card; ambulances and medical services in service; Or any vehicle, provided that it is less than five minutes on the site and inside the driver or a person of legal age remains.
Likewise, it will be bonus with a 50% reduction in the payment of the rate to vehicles classified as “0 emissions” in the DGT vehicle record (100% electric and plug -in hybrids) that carry the accrediting sticker. In case the entire amount paid for being less time, the difference will be returned by the same method used for the fertilizer, although a “balance” can also be generated for following operations. If the parking lots lasts less than 15 minutes, the full amount paid will be returned.
