From the City Council they insist that the recovery of these spaces is key to revitalizing the neighborhoods and promoting the planned uses: green areas, homes, equipment or commercial activities.
The City Council recalls that the General Urban Planning Plan requires owners to maintain their lots in safety, health, ornament and environmental quality conditions. Execution orders can be issued ex officio or by citizen complaint, and do not require prior license. In case of not fulfilling the deadlines, the Consistory can opt for subsidiary execution or impose coercive fines.
To recover these spaces, the Consistory has issued 46 execution orders in the last year for the owners to undertake cleaning, unbroken works, enclosures or sanitation. To this are added 25 sanctioning files for breaches, which are part of a total of 282 actions since 2022. Of them, 73 ended in execution orders, 69 in sanctions and about 30 in emergency subsidiary actions, with a position after the owners. According to the Councilor for Urban Planning, Víctor Serrano, these interventions seek to avoid situations of abandonment and improve urban image.
By districts, the greatest breaches have been recorded in Valdefierro, with five files; followed by the historic center, with four. Juslibol, the Rabal, Miralbueno, ticks and Torrero present two files each. Sanctions have also been opened in booths, Actur, Peñaflor, Delicias, Arcosur and Valdespartera. The problem, however, affects almost all districts, with special incidence in areas such as Miralbueno, Oliver-Valdefierro, Santa Isabel or some rural neighborhoods such as Alfocea and Monzalbarba.
To face this situation, in 2024, 200,000 euros were allocated to the adequacy of solars and another 351,600 euros to urgent interventions, especially in the historic center. Among the examples of urban gaps recovered in recent years, the soils of Aceralia, Jesús and María or El Portillo are. The City Council considers that giving use to these spaces is an opportunity to boost urban regeneration and improve the quality of life of the neighborhoods.
