Transport tend a 23.4 million contract to conserve 168 kilometers of roads in Teruel

The Council of Ministers has authorized on Tuesday the tender of a contract for the conservation and exploitation of several roads of the State in the province of Teruel. The investment, which amounts to 23.4 million euros (VAT not included), will have an initial execution period of three years, although it contemplates the possibility of extending two more, in addition to another additional extension of up to nine months.

The action is part of the state program to ensure that the State Road Network (RCE) is maintained in optimal conditions of circulation, roads and security, with the aim of being accessible in the best possible conditions for citizens. Among the planned works include surveillance tasks and accident care, winter roads, facilities maintenance and tunnel and communications control service.

Roads included 

The contract will focus on the maintenance and conservation of a total of 168,216 kilometers of Turolenses roads, of which 58,210 are of highway. Among the affected sections, the A-23 highway stands out, which will be preserved between Santa Eulalia (kilometer 144,290) and Ferreruela de Huerva (kilometer 202,500). It will also act in two sections of the N-211 road: the first from the border with Guadalajara, near Pozuel del Campo (kilometer 91,500) to Monreal del Campo (kilometer 108,566), and the second between Caminreal (kilometer 119,700) and Portalrubio (kilometer 144,230).

The N-211A will be maintained from Bañón (kilometer 130,350) until after the town of thing (kilometer 140). In addition, the contract contemplates the conservation of the N-234 between Santa Eulalia (kilometer 150) and San Martín del Río (Kilometer 213,400), where the rehabilitation of the firm will be carried out between kilometer points 210,450 and 213,400, within the municipality of San Martín del Río.

Emission reduction 

Within the Ministry’s commitment to sustainability, bidding sheets incorporate specific objectives for the mitigation and compensation of the carbon footprint. In this way, companies that aspire to execute the contract must include in their proposals a detailed calculation of CO2 emissions that will be generated during conservation work in each section.

Since 2022, the Ministry has already introduced energy efficiency measures such as self -consumption, the use of renewable heating systems, energy saving in lighting or the implementation of electric vehicles. And since last year 2023, it is required that, during the first six months of the contract, the awarding to present a decarbonization plan whose objective is to achieve carbon neutrality within a maximum period of five years.

EMISSION COMPENSATION may be carried out through absorption projects registered in the Carbon Footprint Registry dependent on the Ministry for Ecological Transition and the Demographic Challenge, or with other approved alternatives.

According to the calculations of the General Directorate of Roads, these actions will allow to reduce every year up to 71,640 tons of CO2, in line with the sustainable development objectives: the impulse of quality infrastructure (SDG 9), the improvement of safe and sustainable mobility (SDG 11), the contribution to economic growth (SDG 8) and energy efficiency (SDG 7).

Integral model

The mixed conservation model, which combines services and work, seeks to optimize public resources and offer a comprehensive mobility service to the user. The philosophy of these contracts is to keep roads and all their functional elements in perfect condition, allowing circulation and security to be guaranteed at all times. Among the main tasks are the planning and programming of actions, daily exploitation work, ordinary conservation and road safety studies.
