Dogs can no longer be loose outside canine areas from September

Jul 24, 2025

It ended up seeing loose dogs in some parks and squares Saragossa, and as of September 1 these must be tied outside the canine recreational areas. This was announced on Tuesday by the Minister of Environment and Mobility, Tatiana Gaudes, who has influenced that, with this initiative, what is intended is to improve the coexistence between the pets themselves and their owners with the rest of the users of the parks and squares, as well as protect and facilitate the maintenance of both the trees and the grass areas and the rest of the urban furniture of these spaces.

The measure will be applied, in a first phase, in the Royo del Rabal Park, the Plaza de los Sites and the Miraflores Park. It is also planned to signal it in other singular spaces, such as the Rosemaleda or the Japanese garden, both located in the José Antonio Labordeta Grande Park. Progressively, and depending on the concrete circumstances of other green areas, restricted zones or perimeters will also be established that will also be marked.

Improve coexistence and maintenance in parks

As explained by the counselor, “for years we have been working to improve the quality of life of pets in urban space, creating dogs of dogs taking advantage of the improvements and reforms of parks and squares. But -Ha added- these new equipment should also help, also, the rest of the citizenship, especially the most vulnerable people, such as children and the elderly, can enjoy the rest of the common spaces with greater peace of mind.

Gaudes has assured that it has been found that, in some parks, such as Miraflores, which has three zones of canine recreation, the presence of loose dogs – especially at certain times that coincide with the entry and exit of the school or at the time when there is a greater presence of schoolchildren – has generated tensions between users.

“It is, in general, small incidents, but pet owners must be aware that it is important to respect the ordinances and, especially, the right of other people to enjoy the parks without feeling intimidated by animals that are loose and whose behavior is not possible to foresee. Moreover, the counselor has added – having areas specifically created and equipped for the release of dogs.”

This measure has also been requested by the Rabal District Board, after the recent integral remodeling of Royo del Rabal Park. “Another element that we have to take into account is that of the maintenance of green areas. The splints of grass, for example, are frequently used as space for urination and defecations, generating not only dirt and a visible deterioration but also, also, the limitation for other uses. The City Council makes an important economic effort in the improvement, reform and maintenance of its green areas, and we must all collaborate in taking care of what is common heritage of the city.”

It is also important to remember that there is prohibited that there are loose dogs in children’s playgrounds. The update of the regulations, which will be done specifically in specific parks and spaces, will be duly marked to inform the citizens of the new regulation. In addition, the Local Police will be urged to intensify the control related to the release of dogs, to redirect inappropriate uses, both in the parks where the norm is modified and in the rest of the green spaces of the city.

Equipped and uninted areas

Canine recreational areas are not-as erroneously, are usually named-“pipi-canes”, but safe places, with double door and fences, generally equipped with shadow, banks, double sources (for people and for dogs), bins and elements of “agility”. If the space allows it, a larger dogs and another for smaller dogs are usually created. Inside, the owners are also responsible for cleaning and withdrawal of excrement.

The Municipal Institute of Public Health performs uninsection treatments in all these areas. This action aims to guarantee the health and well -being of both pets and all users of these spaces, minimizing the presence of insects that can be annoying or disease vectors.

The treatments are carried out bimonthly, thus ensuring regular and effective coverage throughout the year. It is, thus, to ensure a clean and safe environment, for which pulverizations are made with an insecticide, caressing and fertilizer of 100% natural origin, and applied by specialized personnel.

This product is harmless to humans and mammal animals, since it does not contain poisons or toxic substances. In addition, it does not require security period, and is safe for the environment and animals.
