It is already possible to report online in the Civil Guard without going to the barracks: Aragon premieres the system
Complaint in the Civil Guard Telematics is already possible throughout the territory of Aragon. And since last July 3, the Armed Institute has enabled a centralized unit, on -red, at the headquarters of the National Cybersecurity Institute (INCIBE) in León to collect all those complaints made online and distribute them to the corresponding positions. In the Aragonese territory, which has a total of 121 positions, there have already been about twenty complaints, most of them in Saragossa, since this new service was launched that, in no way, puts the face -to -face services.
The types of complaints that will be made with mandatory electronic signature will be those that correspond to crimes for fraudulent use of bank cards, thefts, damage, subtraction within a vehicle or the theft of the car itself. The violent or sexual facts or those related to minors are exempt, since due to their relevance, they must be denounced by presenting themselves in the corresponding Civil Guard post.
The implementation of the use of the electronic headquarters so that citizens can formulate complaints telematically without physically going to an official installation thus responds to “a fundamental performance in citizen security and an improvement of the technical and material means” of this institution dependent on the Ministry of Interior, explained the delegate of the government of Spain In Aragon, Fernando Beltrán.
More than 50% of online complaints are for bank fraud
He and Colonel Chief Interim of the 8th Zone of the Civil Guard of Aragon, Javier Blanco, have been in charge of presenting on Wednesday the improvement in the “El Carmen” quartering of César Augusto Avenue of the Aragonese capital. A measure that was already presented by Minister Marlaska in León at the beginning of the month, so this week some data has already been known about the first weeks since the telematic complaint was launched. “53% of the complaints filed in this modality correspond to the fraudulent use of bank cards,” said the white chief colonel. And it is that these called “CIBER complaints” respond to the increasingly normalized cyber crimes.
25% corresponded to loss or loss of documentation, 10% for crimes of theft, and for damages and robberies inside vehicles, the remaining percentage are distributed since the service was established on July 3 at the national level. In Aragon there have been a total of 20 complaints, mostly in Zaragoza (17), three in Teruel And only one in Huesca. The implementation is also given by the approval at the beginning of the year of the modification of the Criminal Procedure Law which allows to ratify this type of online complaints as long as the electronic signature or similar and official mechanism is used as the PIN key.
Expansion of the previous appointment system
The generalization of the previous appointment for all positions of the Civil Guard in Aragon is also a reality, since so far it could only be done in a fortnight. Again, a prior appointment can not be made to file a complaint for any type of crimes, and from the Benemérita insist that for any urgency the emergency telephone 062 is the fastest and most effective way.
The previous appointment service was now available for any procedure related to weapons and explosives, and since then 940 appointments have been requested by this route, the majority in Zaragoza and Fraga (Huesca). The White Chief Colonel has argued that “the previous appointment is not a duty, but a right that the citizen can use or not.” With this, he has tried to reassure all those who fear for the reduction of the face -to -face and usual service in the positions of the Benemérita, especially in rural areas. “The announced measures are because the regulations force them, but any citizen may continue to go to any position,” said the chief colonel.
More initiatives: mobile positions and complaints in the palm of the hand
In the face of the future, two more tools are pending. On the one hand, there are the OMAC, mobile offices of attention to citizenship, which are true mobile positions of the Civil Guard from where to denounce, obtain information and give security in places such as the Camino de Santiago or events of great concentration of people or emergencies such as the case of the DANA of Valencia.
At the moment there are 21 OMAC in Spain that is planned to expand in 40 more units in the coming years to provide each command at least with 1 unit. Finally, there is the following mobility that is a computer tool via a tablet that all citizen security patrols carry that allows you to consult bases or fill complaints. In situ without having to go to the position.
